Strong model metrics do not create a reviewable decision by themselves. Reviewers also need a bounded use case, an approved source set, access to actual outputs, agreed evaluation criteria, disclosed exclusions, independent challenge, and a named person who accepts the residual risk. The scorecard turns those prerequisites into a concrete preparation list.
